Sean Moses arrested: Suspect in Delaware County traffic accident who allegedly fired 13 shots at woman and child appears in court

HAVERTOWN, Pa. (WPVI) — A man is in custody after a woman was injured in a driving rage shooting in Havertown, Delaware County on Monday.

It happened around 3:27 p.m. in the 2000 block of West Chester Pike.

According to Haverford Township Deputy Police Chief Joseph Hagan, the suspect fired 13 shots at a white Jeep Cherokee carrying a woman in her 40s and her 10-year-old nephew.

Bullets hit the headlight, hood and windshield of the vehicle.

According to a criminal complaint obtained by Action News Tuesday, 30-year-old Sean Moses admitted to shooting at the Jeep from the driver's window of his black Lincoln SUV.

The victim told police she noticed the SUV behind her near the intersection of West Chester Pike and Lawrence Road. She recalled that she was only going about 5 mph in heavy traffic and her nephew was in the back seat listening to music.

At one point, authorities say, she felt an impact on the passenger side of her vehicle near the intersection of West Chester Pike and Lawrence Road. The victim told police it felt like her vehicle and the black SUV were stuck together, so she slowed down and put her vehicle in park.

According to authorities, Moses then drove diagonally in front of the woman's Jeep and opened fire.

Moses fled the scene, police said, but about 15 minutes after the shooting, his vehicle was caught on a license plate reader in Upper Darby. He was arrested without incident.

Officers later found a handgun in the Lincoln.

“I heard what sounded like gunshots,” recalled Neal Serrano of Southwest Philadelphia. “When I came outside, I saw the yellow tape. They had blocked off the street.”

The woman suffered minor injuries from shrapnel or glass fragments, and the child was not physically injured, Hagan said.

“One shot went through the windshield within a few inches, other shots penetrated the front of the car and the interior as well as the engine area,” Hagan said.

“It's a miracle that nobody was seriously injured because of stupidity. Someone fired 13 shots at a vehicle. We could easily be investigating a murder case here,” he added.

Moses, of Drexel Hill, is charged with attempted murder, aggravated assault and related offenses.

Residents in the area told Action News they were shocked by the incident.

“You don’t hear much up here, it’s quiet most of the time,” said Keyonna Duncan of West Philadelphia.

“I knew something was wrong because I live on West Chester Pike and there was no traffic,” added Paul Devitis of Havertown. “Wow, what the heck is going on here?”

Moses has a firearms license. At his preliminary arraignment on Tuesday, he told the judge he works for a cemetery in Whitemarsh.

He is being held on $1 million bail.

Declining cases of aggression in road traffic

At least 15 road rage shootings have been reported in Pennsylvania so far this year, according to our 6abc data team.

The number of road rage shootings in the Commonwealth is declining, after a decline during the COVID pandemic and then a significant increase thereafter.

The number of shootings due to road rage has also declined nationwide.
