2 people arrested in Harrison County for alleged abuse and animal cruelty

According to an arrest warrant, two people were arrested in Harrison County for animal cruelty and abuse.

The complaint said 27-year-old Blaze Green and 30-year-old Carolyn Taylor were arrested at a Claysville residence on August 14 after police received a call about “potential child abuse and neglect.”

According to the indictment, a Kentucky Health and Family Services employee contacted law enforcement because the “parents of the youth involved were uncooperative” and allegedly refused to speak with CHFS about a welfare check on two children at the residence.

The indictment states that the CHFS employee advised that an ongoing investigation into the home and the parents was underway based on some statements made by one of the children.

According to the complaint, there were several other attempts to conduct a welfare check in the past week and “all were negative contacts.”

When officers arrived at the scene, they said, “Taylor was on the porch with her children while Green was reportedly inside the house and was not cooperating.”

In the report, officers noted that there was a “strong smell of urine and feces” coming from the house and that there were “numerous animals outside that were neglected and had no water.”

The complaint stated that Taylor refused to speak to police officers at the scene, which is why a search warrant was issued.

According to the indictment, among the animals found on the property were “two dogs, ten cats, seven birds, two dead ducks, two dead chickens, a goat and a decomposed goat,” and officers reported that “an opossum was later found in an aquarium in the residence.”

During the investigation, officers discovered “large amounts of animal and human waste outdoors, no running water, no visible or edible food” and “dirty water in a plastic outdoor swimming pool that was reportedly used for bathing and dishwashing,” according to the indictment.

The complaint further stated that officers also discovered “approximately three grams of marijuana and a pipe in a hidden compartment in the floor.”

According to the complaint, animal control removed the dogs and cats from the apartment, and the Department for Community-Based Services took the two children.

Green and Taylor are both charged with the following:

  • two counts of second-degree criminal abuse of a child under 12 years of age
  • 26 cases of second degree animal cruelty
  • a count of the disposal of a carcass
  • a case of marijuana possession
  • a case of purchase or possession of drug paraphernalia

Both are being held at the Bourbon County Detention Center.
