Accused dog abuser from Portland must answer in court

PORTLAND, Ore. (KPTV) – Thanks to a multitude of tips and an increased alert by Portland Police, the man seen in a video abusing a dog in the Lloyd District last week was arrested over the weekend and arraigned early Monday.

The suspect, 25-year-old Isaac Justham of Portland, was found about 2.5 kilometers from the crime scene.

Pearl District resident Neilson Abeel said he witnessed the arrest from the front row.

“First a police car pulled up and they got the guy. Then three more police cars came,” Abeel said.

After horrifying surveillance footage was released last week showing a person whipping and beating a dog in the Louisa Flowers building, numerous tips were received, according to the PPB.

The most important of these tips enabled the Major Crimes Unit to arrest Justham at the corner of Northwest 13th Avenue and Northwest Flanders Street, police said.

“He didn’t resist, they handcuffed him and put him in a patrol car,” Abeel said.

On Monday, Justham had his court date, where he pleaded not guilty to three counts of first-degree aggravated cruelty to animals and three additional counts of cruelty to animals.

He did not answer questions about the whereabouts of the dog. Justham is being held on $30,000 bail for this arrest and outstanding warrants.
