Saratoga contractor arrested for allegedly failing to start $20,000 project

A Voorheesville contractor was arrested Aug. 14 after accepting a $20,000 down payment and failing to begin work on a project, according to state police.

Alan R. Livingston, 63, of Voorheesville, was charged with third-degree grand larceny.

According to state police, officers received a complaint on July 18 from a Saratoga County resident who said a contractor took a down payment of over $20,000 but did not begin work. According to police, Livingston was acting as the owner and operator of “Saratoga Rail Fence & Supply, Inc.” in April 2023. That month, according to police, the victim entered into a contract for a home improvement project to be completed by Livingston and paid him more than $20,000 as a down payment. According to the complaint, he did not begin the project and did not return the money to the victim even after more than a year.

Livingston turned himself in to state police, where he was arrested, his case processed, and released on bail.
