Edmond police involved in fatal shooting after man opens fire from balcony

EDMOND, OKLAHOMA (KOKH) — On Friday, Edmond police officers responded to a report of a suspicious person near Three Stars Road, where an officer-involved shooting had occurred.

According to EPD, the call came from the owner of a residential home who observed a person walking around on the back porch of his home.

When officers arrived, the suspect was on the second-floor balcony of a nearby apartment building.

After attempts to communicate with the suspect failed, he displayed a firearm and opened fire on the officers.

Billy Ray Factor, 25, sustained injuries after shooting at police officers and coming under fire himself; he was pronounced dead at the scene.

In accordance with standard procedure, two Edmond officers involved in the shooting have been placed on leave pending this investigation.
