8 people arrested in undercover drug raid in Pennsylvania, “Operation Rat Pack”

Eight people were arrested in a large-scale drug trafficking operation that resulted in the seizure of more than $60,000 in cash, six vehicles and hundreds of grams of cocaine and marijuana, the Delaware County District Attorney's Office announced Tuesday.

The undercover investigation, called “Operation Rat Pack,” was led by the Delaware County Narcotics Task Force (NTF), the Delaware State Police and the FBI, as well as other law enforcement agencies, according to a press release from the prosecutor's office.

During the undercover investigation, the following individuals were arrested: Baruti Mills, 46, of Upland; Leo Davis, 47, of Chester; Gregory Young, 52, of Marcus Hook; Gregory Council, 63, of Downingtown; Kareem Bannister, 37, of Chester; Louis Stillis, 53, of Upland; Anthony Major, 53, of Philadelphia and Breon Gethers, 38, of Chester.

A ninth member, 49-year-old Nakia Jeffries of Harrisburg, has been charged and authorities are searching, according to prosecutors.

According to officials, the members were charged with operating a corrupt organization, possession of a controlled substance with the intent to resell, conspiracy and weapons offenses.

The DSP and NTF investigation into drug trafficking began in February 2024.

Investigators first identified Mills as the gang's leader after discovering that he was responsible for sourcing cocaine shipments from Philadelphia and other locations.

Prosecutors said Bannister and Young were Mills' right-hand men and went with him to Philadelphia to obtain more supplies of cocaine. Investigators said Bannister also went with the leader to a warehouse in Delaware where Mills kept cocaine and money.

NTF officers said they purchased cocaine from Young during their undercover investigation in Chester from March to May.

The following month, in June, NTF members began wiretapping members' cell phones and determined that the suspects were active members of the drug trafficking organization run by Mills.

Two months later, on August 13, detectives say they executed search warrants for 16 locations in Delaware County and Delaware, seizing $63,073 in cash, several cars, weapons and drugs, including a 2015 Honda, a 2020 Nissan Maxima, a 2015 Nissan Altima, a 2015 Dodge Challenger, a 2013 BMW, a 2021 Volkswagen Atlas, a SCCY 9mm pistol, a Glock Gen 5 Model 19, a Black Sons Redman 9mm pistol, 40 rounds of 9mm ammunition, 429.94 grams of cocaine and 257 grams of marijuana.

“The defendants charged in Operation Rat Pack are drug lords responsible for a large portion of the illegal narcotics sold in our county,” said Delaware County District Attorney Jack Stollsteimer.

The suspects were arraigned and transported to the George W. Hill Correctional Facility in Glen Mills. Bail was set at $500,000. Their preliminary hearings are scheduled for Wednesday.
