Former mayor Saldo accused of large-scale grain theft in occupied Kherson

The National Police of Ukraine has informed former Verkhovna Rada deputy and ex-mayor of Kherson, Volodymyr Saldo, about suspicions of stealing nearly 3,000 tons of Ukrainian grain, the Prosecutor General's Office reports.

Saldo, who betrayed Ukraine, is said to have ordered the removal of grain from Kherson.

According to the report, before the liberation of Kherson by the Ukrainian armed forces in November 2022, the occupying authorities managed to export three barges with the 2021 barley harvest worth over 2,800 tons and almost 15 million hryvnia.

“Saldo’s actions were classified as war crimes under Part 1 of Article 438 of the Criminal Code of Ukraine,” explains the Attorney General’s Office.

In November 2023, the Malynivskyi District Court of Odessa found Saldo guilty of treason and sentenced him in absentia to 15 years in prison with confiscation of his property. The report states that “Saldo’s assets have been seized and the sale has already begun.”

The Prosecutor General's Office announced that Saldo switched sides to Russia in 2022 in exchange for the position of Gauleiter of the Kherson Oblast.

In autumn 2022, it is “ordered the establishment of a provisional administration in the captured Kherson bread factory. Over 30,000 tons of grain and industrial crops were stored in the company's warehouses.”
