ToR: DW Akademie is looking for a project manager in Ethiopia with a focus on media freedom and development in Africa | Job offers and tenders | DW

DW Akademie (DWA) is Deutsche Welle's center for international media development. As a strategic partner of the Federal Ministry for Economic Cooperation and Development, DW Akademie carries out media development projects that strengthen the human right to freedom of expression and promote free access to information.

DW Akademie is looking for a “Project Manager Ethiopia” to support our work in the field of media and journalism training (MJE) in the project 1) “Empowered Media – Informed Communities” (in cooperation with GIZ); additional MJE expertise may be required in the project; 2) “Media Freedom and Media Development in Africa” ​​(funded by BMZ); and for other projects in the Africa department if additional funds are raised.

Scope of work

The Prime Minister of Ethiopia will have the following duties and responsibilities:

Project 1) “Empowered Media – Informed Communities”, in cooperation with GIZ

Up to 50 days in total (current period: 1 January 2025 – 31 January 2026) – Advisory function as a media expert

Tasks

• Technical advice to the DWA partner organisation OMNI Ethiopia (focus on quality assurance)

• Support of the selection process of the CR for the training series (process led by DW Academy's cooperation partner OMNI Ethiopia)

• Quality assurance in the development of training content for Ethiopian community radios (in collaboration with DW Akademie Trainer). Training topics include basic journalism skills, strategy and local governance.

• Contribution to quality assurance during training implementation with a focus on content and methodology (including field visits to selected training courses in the Ethiopian regions) during two training series

• Contribute to technical reports and other DW Academy documents as required

• Supporting DW Akademie in working with media organizations, donors and partners to coordinate community radio initiatives in Ethiopia

• Attend meetings with project partners and donors (OMNI Ethiopia, Ethiopia Media Council and GIZ) – if required – as well as other meetings relevant to the project

Project 2) “Media freedom and media development in Africa”, financed by the BMZ – as required – days will be defined during the course of the project if additional funds are raised.

In this scenario, the contract is extended by a pre-determined number of additional days per month/year.

Possible tasks if additional resources are available:

• Advisory role in the development of acquisition strategies for DW Akademie in Ethiopia and other countries

• Contribute to the adaptation and use (e.g. dissemination of calls for applications) of DW Akademie’s regional approaches in Ethiopia, e.g. products and services related to artificial intelligence

• Trainer, co-trainer or moderator role in trainings, idea labs etc. in Africa DW Akademie

• Participation in research into the media landscape and in due diligence processes, such as Organizational Capacity Assessments (OCA)

• Participation in selected meetings or events relevant to media development in Addis Ababa and the region

During the term of the contract, additional tasks and responsibilities may be required in addition to those listed above.

Requirements and qualifications

Mandatory

• University degree in journalism, communication, social sciences or a related field

• Advanced (more than 5 years) journalistic work experience in Ethiopian media

• In-depth knowledge of the media landscape and civil society in Ethiopia

• Experience in working with Ethiopian NGO actors in the media sector

• Proven skills (more than 5 years) in project management, including: strategic project design, quality assurance, monitoring and technical reporting)

• Experience with training and workshops (preparation, implementation and documentation)

• Fluent in Amharic and English

• Ability to work independently and contribute to the project in a collaborative manner

Desirable

• Work experience with international NGOs and other interest groups

• First training experiences with community radios and other Ethiopian media

• Knowledge of DW Academy processes, particularly with regard to cooperation with project partners

• Methodical and practical experience with idea generation, design processes and curriculum development

The Prime Minister of Ethiopia will work mostly from home and must have access to reliable internet. The Prime Minister is required to attend regular meetings with partners and media houses in Addis Ababa at short notice.

DWA expects the candidate to be willing to travel within Ethiopia and, if necessary, within the African region. Currently, the contract includes 1 to 3 trips within Ethiopia, each lasting up to 5 days.
