Beijing registered sex offender sentenced to prison for attempting to seduce minor

PEORIA (25News Now) – A registered sex offender was sentenced Wednesday to 15 years in prison and 15 years probation for attempted seduction of a minor.

In sentencing Kenneth W. Holobaugh, 43, of Pekin, the government found that from April 2023 to January 2024, Holobaugh, a registered sex offender, communicated through an internet-based social media platform with a person he believed to be a 13-year-old girl and expressed on multiple occasions that he wanted to have sex with her, according to a Justice Department news release.

In January 2024, Holobaugh drove to a location in Peoria to meet the girl for the purpose of sexual intercourse. When he arrived at the location, he was arrested by federal police.

He was indicted by a federal grand jury in February and pleaded guilty in April.

The statutory penalties for attempted seduction of a minor are a minimum of ten years to life imprisonment, followed by a suspended sentence of at least five years to a maximum of life imprisonment.

Since his arrest, Holobaugh has been in the custody of the U.S. Marshals Service pending resolution of the case.

In July 2001, he was already convicted of aggravated sexual abuse and must register as a sex offender for the rest of his life.
