Maryland police bodycam recorded the arrest of Victor Martinez Hernandez, an illegal immigrant charged with the rape and murder of Rachel Morin

Recently released bodycam footage documents the arrest of the illegal immigrant accused of killing Maryland mother Rachel Morin.

In footage released by Tulsa Police and obtained by FOX 5, officers encounter Victor Martinez Hernandez at a bar in Tulsa, Oklahoma.

His arrest came ten months after the start of an intensive nationwide manhunt.

The mother of five children, ages 8 to 18, was raped and murdered while jogging on the Ma & Pa Trail in Harford County, Maryland, in August.

In the footage, officers arrive at a bar where Martinez Hernandez was sitting.

After the first encounter, he complied when he was led out of the bar and the police asked him for his identification.

Martinez Hernandez told officers he did not have any identification and gave a false name.

“You live in El Salvador?” an official is heard asking.

The migrant's identity was revealed and officials took photographs to publicize the long-awaited arrest of Morin's suspected killer.

In a press conference, Harford County Sheriff Jeffrey Gahler said Victor Martinez Hernandez was arrested and booked in Tulsa.

“Five hours after the meeting with [Morin’s] family and just before midnight our time, police in Tulsa, Oklahoma, with the assistance of our federal partners, located and arrested Rachel's killer: Victor Antonio Martinez Hernandez,” Gahler said.

He was charged with premeditated murder and first-degree rape.

The 23-year-old migrant entered the United States illegally in February 2023, police said.

“We all suspected that Rachel was not his first victim,” Gahler said. “As far as I know, this suspect, this monster, fled illegally to the United States after committing the brutal murder of a young woman in El Salvador a month earlier, in January 2023.”

Gahler said the first DNA match to Martinez Hernandez came from an attack in Los Angeles in March 2023.

“While he was in our country, and probably emboldened by his anonymity, he brutally attacked a 9-year-old girl and her mother during a burglary in Los Angeles in March 2023,” Gahler said. “And as I think everyone knows, that was our first DNA match linking Rachel's case to the one in Los Angeles.”

The sheriff turned his attention to the crisis at the southern border and addressed his remarks to the White House and “both members of Congress.”

“We are 1,800 miles from the southern border,” Gahler said. “And American citizens are not safe because of their failed immigration policies.”

“This is the second time in two years that an innocent Harford County woman has lost her life at the hands of a criminal living in our country illegally,” he said. “In both cases, these are suspects from El Salvador with ties to criminal gangs. This cannot be allowed to happen.”

“Victor Hernandez did not come to this country to make a better life for himself or his family. He came here to escape the crimes he committed in El Salvador. He came here to murder Rachel and, God willing, no one else. But this should never have happened.”

Murder of Rachel Morin

Morin, 37, was reported missing in August 2023 by her boyfriend, who said she never returned on August 5, 2023, after a run on the Ma & Pa Trail, a pedestrian path in Bel Air, a quiet and normally safe city about 28 miles northeast of Baltimore.

Her body was found on a trail the next day.

In February, police released new sketches of Martinez Hernandez.

The sketches were created after DNA evidence linked Martinez Hernandez to the scene of a burglary in Los Angeles.

Police used the Combined DNA Index System (CODIS), which led them to a single DNA match for an unidentified Hispanic man.

The Los Angeles Police Department (LAPD) collected a hat left at the scene of a March 2023 home invasion that turned violent and left several people, including minor children, injured.

The suspect is said to have broken into the house in the middle of the night and attacked the family inside before being chased out. Surveillance camera footage shows the shirtless man leaving the house through the front door.

“I'll keep it short because I'm very emotional,” said Rachel's mother Patricia Morin. “I want to take this opportunity to thank all law enforcement officers for their hard work.”

“They really cared about our family and our daughter,” she said. “They were determined to do everything they could to find the killer.”
