Police identify man accused of assaulting Brookville Police officer during incident on Maple Street

BROOKVILLE, Pa. (EYT) — Authorities have identified and charged the man who allegedly attacked a Brookville County police officer on Saturday night.

According to court documents, Brookville police charged the 43-year-old Frank Welton Carrier Jr.of Brookville, in District Judge Gregory Bazylak’s office on Monday, August 19.

Brookville Police were notified of an unwanted person at 20 Maple Street in Brookville Borough, Jefferson County, at approximately 8:21 p.m. on Saturday, August 17. Officers arrived at the scene and spoke with the caller, who stated Frank Carrier yelled at all of his neighbors on the street. The caller stated that there had been previous incidents involving Carrier, the complaint states.

Officers contacted Carrier, who was visibly intoxicated and smelled of alcohol. Carrier screamed and said “his soul was not bound to any officer,” the complaint states.

According to the complaint, Carrier was swaying back and forth on his porch and was unable to stand still. He was also sweating profusely and would instantly go from screaming to talking. He was observed gritting his teeth and clenching his fists and lunging at officers each time he screamed, leading Officer Carl Medsger Jr. to believe he was “ready to fight.”

At that point, Officer Medsger asked Jefferson County Control if there were any PSP units in the area that could assist him and ensure his safety, the complaint states.

According to the complaint, Carrier stated he did not want Officer Medsger on his property. Officer Medsger told Carrier he only came over to talk to him about why he was yelling at his neighbors. Carrier continued yelling that he did not want Officer Medsger on his property.

Officer Medsger stated he would leave once they discussed the incident. Carrier again asked Officer Medsger to leave the property and walked toward his door. Officer Medsger followed, and Carrier hit Officer Medger with the door to the residence, the complaint states.

According to the complaint, Officer Medsger attempted to stop Carrier from obtaining a bow and arrow and several knives that were in plain sight in the living room. Officer Medsger then entered the house, attempted to remove Carrier, and grabbed him by his upper left arm. At that point, Carrier struck Officer Medger with a right hook to the face on the upper left cheek.

Officer Medsger helped Carrier to the ground and wrestled him into the living room. Carrier lay on his back and struck Officer Medsger again with a right hook to the left temple. Officer Medsger pinned Carrier to the ground with his arms crossed in front of his chest. But each time Officer Medsger released a wrist, Carrier tried to strike him again. When Officer Medsger grabbed his wrist again, Carrier tried to bite him on his left forearm, the charges continue.

The complaint noted that Officer Medsger held Carrier in that position until a firefighter arrived to assist in placing the handcuffs in front of Carrier. After the handcuffs were placed, Carrier was placed on the couch until other officers could arrive.

When Brookville Borough Police Chief Vince Markle and two state police officers arrived on the scene, Carrier's handcuffs were placed behind his back so he could be transported to the Brookville Borough Police Department, the complaint states.

Carrier was arraigned before Judge Bazylak on Sunday, August 18, at 9:30 a.m. on the following charges:

  • Serious bodily harm – attempting to cause or causing serious bodily harm to certain persons, criminal offence 1
  • Resisting arrest/other law enforcement action, misdemeanor 2
  • Simple assault, misdemeanor 2
  • Improper Conduct – Unreasonable Noise, Offense 3
  • Public drunkenness and similar offenses, summary
  • Harassment – ​​Physically harassing others, summary

Since he could not raise the $45,000.00 bail, he was placed in the Jefferson County Jail.

A preliminary hearing is scheduled for September 3 at 9:45 a.m. with Judge Bazylak presiding.
