31-year-old ex-con released from prison on bail after allegedly stabbing his neighbor

Jacob Trevino, 31, is the 210th Harris County resident allegedly killed at the hands of a repeat offender who was released from custody on multiple bail bonds.

Thomas Briscoe has quite a criminal record.

“Briscoe has been convicted of a crime four times,” said Andy Kahan of Crime Stoppers. “He has been to prison multiple times.”

Briscoe had been out of prison for less than a year when he was charged with illegal possession of weapons and burglary.

“Due to his criminal history and the likelihood that he will reoffend, the prosecution has requested a $20,000 bail bond,” Kahan said. “For whatever reason, he will receive a $20,000 bail bond for felon in possession of a weapon and a $10,000 bail bond for burglary.”

Last month, police said, Briscoe went to Trevino's home in the 6000 block of Sugar Field Lane in Katy and stabbed him. The two lived on the same street.

“He's sitting in a wheelchair at the victim's house and something happened. We don't know what happened, but it's obviously a tragedy because Jacob Trevino ends up being stabbed to death,” Kahan said.

“A witness had seen him flee the scene, as his description was that of a man in a wheelchair who got into a black sedan and drove away.”

If Briscoe had not been given such a low bail, Trevino might still be alive today.

“Here we have someone who was arrested for multiple serious crimes against bail, who has been convicted of serious crimes four times and has been to prison multiple times,” Kahan said. “I think that justifies a much higher bail than the paltry $30,000.”
