North Plains man arrested after shooting at parked cars and building

WASHINGTON COUNTY, Ore. (KPTV) – A man is accused of opening fire on parked cars in the North Plains area.

The Washington County Sheriff's Office said several cars and a building were hit.

People who live on Northwest Dairy Creek Road near North Plains said they enjoy the wide open spaces and convenient proximity to town, and said it is a close-knit community.

“Basically, it's just referred to as Mountaindale. It's nice and quiet up here and that's why I like it up here. There's a lot of farmland around us,” said one neighbor. “Most of us know each other, so everyone looks out for each other.”

Neighbors said they were surprised when police arrived on the scene on Wednesday morning.

“As I approached the stop sign, I saw about four or five police cars,” said Kristen, who lives nearby. “I was very confused. I had no idea what was going on. It seemed pretty extreme for out here.”

The Washington County Sheriff's Office said officers responded to shots fired just before 8 a.m. Wednesday morning on Northwest Dairy Creek Road in the North Plains area.

Investigators said a caller reported that someone in a black Chevy Silverado fired several shots at a parked Chevy Suburban.

A 35-year-old man accused of attempting to kidnap an 11-year-old girl from a Vancouver park made his first court appearance Wednesday.

Officers found the car matching the description and were also able to locate and arrest the suspect, 57-year-old Randall Cuillier of North Plains.

“My son drove into town this morning and said the police were down there with a pickup truck that they had stopped,” said a neighbor.

Deputies said Cuillier fired shots at parked cars and an outbuilding.

He is accused of, among other things, multiple counts of reckless endangerment of another person, unlawful use of a weapon and first-degree malicious damage to property.

After hearing about the incident, neighbors said they were glad that no one was shot at or seriously injured.

“This is definitely a concern,” Kristen said.
