Belmar police release video showing moments before controversial arrest of surfer

Belmar police have released body camera video showing the moments leading up to the arrest of a surfer who allegedly refused to show patrol officers his beach badge. The video of the arrest, posted on social media, is drawing intense public criticism.

The body camera video is from the arrest of officer Ryan Braswell. It appears to show Braswell asking 28-year-old Liam Mahoney to show his beach badge and Mahoney to show identification.

Mahoney can be heard refusing to show his badge. Officers then tell Mahoney to drop his surfboard, but he refuses. Mahoney can then be seen trying to walk away. According to the video, he is told he is not allowed to leave.

A video taken by witness Austin Downs shows the moments after Mahoney's surfboard was knocked out of his hands and appears to show him being thrown to the ground by Braswell. Mahoney is then led off the beach in handcuffs.

“To be clear, Mr. Mahoney was not arrested for not having a beach tag. He was arrested for hindering the officer's investigation by refusing to provide his identification or where he was from,” Belmar Police Chief Tin Scott wrote, in part.

Mahoney was charged with obstruction of justice, disorderly conduct and resisting arrest.

The arraignment date has been set for September 11.

Belmar Police say the entire incident, including the officers' conduct during the arrest, remains under investigation.
