New York Border Patrol Agent Allegedly Forced Women to Bare Breasts at Border – Finger Lakes Daily News

A US border control officer was arrested on four counts of violation of law.

U.S. Attorney Carla B. Freedman and Vance Kuhner, Special Agent in Charge of U.S. Customs and Border Protection in the Office of Professional Responsibility in New York, NY, made the announcement.

The indictment alleges that 53-year-old Shane Millan of Jefferson County, acting under the guise of the law as a Border Patrol agent, willfully deprived four different victims of their constitutional right to protection from unreasonable searches when, during virtual entry into the United States, he ordered three women to show him their bare torsos via webcam and a fourth woman to show him her breasts while keeping her bra on. The indictment further alleges that Millan told the women these were legitimate searches related to entry into the United States, even though Millan's demands to see the victims' breasts were for his own personal gratification.

Millan was arraigned in Syracuse before U.S. Magistrate Judge Thérèse Wiley Dancks and released pending trial.
