NPSO officers responded to a complaint of animal neglect at Pecan Court in the Cedar Grove Subdivision on August 23. A citizen claimed the dogs were malnourished and “horrific” to look at.

When officers arrived, they found two pit bulls chained to a fence with their ribs and spine exposed and no food or water. According to NPSO, the dogs appeared weak and one had scabs. Officers described the animals in “deplorable condition” and believed the dogs had not eaten in several days.

NPSO Animal Services seized the dogs for examination.

Officers contacted the dog's owner, 47-year-old Alvin Metoyer, who claimed the dogs were not eating because they were sick.

Metoyer was arrested and charged with two counts of cruelty to animals. He remains in the Natchitoches Parish Detention Center on $20,000 bail.
