Michael Collins, suspect in League City double shooting, is accused of killing a woman and wounding a man on Winn Street East

LEAGUE CITY, Texas (KTRK) – For the second time in three weeks, a League City neighborhood faced an active police investigation on its doorstep after an armed suspect killed a woman and injured a man, according to police.

According to League City police, officers were called to the 1900 block of Winn Street East at 9:44 a.m. Tuesday for a shooting. Police immediately arrested a man.

According to LCPD, officers found two victims inside a home and began life-saving measures until emergency personnel arrived. The woman died at the scene while emergency personnel took the man to a nearby hospital.

Police later identified the person arrested as 40-year-old Michael Collins, whom they charged with aggravated assault with a deadly weapon in connection with the injured man, adding that an investigation would resolve additional charges related to the woman's death.

The LCPD did not release further details about Tuesday's incident, but confirmed that three weeks earlier, a Clear Lake Shores police officer opened fire at a nearby intersection.

In that separate incident, authorities said the officer was shot before Returning fire on a suspect on August 8.

The shooting sparked a chase across Houston that ended in the city's northwest corner. Authorities said officers arrested 24-year-old Codey Colvin of Sugar Land for evading arrest.

Neighbors told ABC13 they've seen enough violent crime on the streets to last a lifetime.

“The last thing we want is the fear that is spreading in the neighborhood,” said Robert Sawyer, president of the Glen Cove HOA.

Sawyer said most of the problems stemmed from the house where Collins lived.

Michael Salgy, the neighbor across the street, said he had reported unrest at his house in the past.

“I had a discussion with (Collins) and it was about the neighborhood not being comfortable with him and some of his friends here. I know it's a cliche, but this is a quiet neighborhood and we don't see that type of activity here,” Salgy said.

As president of the HOA, Sawyer said the focus is on the house and the woman who owns it.

What connection she has to Collins is unclear, but Sawyer said the neighborhood wants her to be more involved.

“We had the privilege as an HOA and community to work with the city and League City Police to come to a solution. I just wish it had happened sooner,” Sawyer said.

Although the neighbors were worried, they never expected a murder on their street.

“You don't think it will come to this in the quiet waterfront area of ​​his suburb,” said Rayna Shawa, who lives there.

ABC13 attempted to contact the homeowner but was unable to reach her.
