Francis Bailey: Medical tribunal for imprisoned Peterborough GP

Dr Francis Bailey, of Lyvelly Gardens in Peterborough, was sentenced to more than two years in prison after being accused of stalking a young woman who had recently been released from a psychiatric hospital.

According to the police report, Bailey and a colleague visited the young woman the day after she left the ward to check on her well-being. He later attended a consultation with her during which he prescribed medication, including antidepressants.

Bailey also gave her his home number and told her to call or text him if she needed help in a crisis.

Police said the woman sent him a message a few days later reporting her suicidal thoughts. Bailey visited her and took the woman for a ride while giving her advice on what to do.

The next day they met again and began a five-month sexual relationship while he continued to prescribe her medication.

Police arrested Bailey in June 2022 after being alerted to the incident.

The 63-year-old was sentenced to two years and two months in prison in February after pleading guilty to three counts of engaging in sexual acts with a mentally ill woman while working as a caregiver.

A ten-year restraining order was also imposed against him.

At the time of his sentencing, police said Bailey had “abused his position of power for his own sexual gratification.”

They also praised the young woman’s courage in coming forward.

The Medical Practitioners Tribunal Service (MPTS) has now scheduled a hearing for November to decide whether Bailey can continue to practice as a doctor after his conviction.
